About TKCOM project
Building up Chinese Primary Teachers’ Key Competences through a Global Competence-based Framework (henceforth TKCOM) is a capacity building project co-funded by the European Commission (project’s reference 586415-EPP-1-2017-1-ES-EPPKA2-CBHE-JP).
TKCOM is a three-year project. Six universities are involved in this project of which three are European (University of Barcelona, University of Coimbra and Nottingham Trent University) and three are Chinese (Beijing Normal University, Northwest Normal University and Southwest University).
The main aim of this project is to install capacity in Chinese Higher Education Institutions so that these institutions can move towards a Competence-Based Approach (CBA). For this purpose, different actions are carried out.

Development of teachers’ key competences frameworkA Global Teachers Key Competences Framework (GTKC-F) is created by selecting teachers’ core competences and defining different levels of competence development (rubrics).
Additionally, a platform with some self-assessment tools (ATKC-Tools), which provide information about the own competence level, are uploaded in a platform. In addition, a self-assessment tool per each competence is created within this project.

Teacher trainers training & CBA implementation in Chinese universitiesA second step is the design and implementation of a blended (online and face-to-face) teacher trainers’ training for Chinese university teachers.
These teacher trainers have to be involved in pre-service and in in-service teacher training so that these lecturers can apply the competence-based approach in their lessons.
These CBA courses must be implemented during the academic course 2017-2019.

Transfer of CBA to Chinese primary schools.The third step is that those teacher students trained within the CBA apply this approach with their primary students during the academic course 2019-2020.
Several work packages are carried out in order to attain the main goal of this project. Each work package is coordinated by one of the partner university.

Global Teachers ’ Key Competences Framework
The output of this work package is the Global Teachers’ Key Competences Framework (GTKCF) to promote global harmonization and comparability of qualifications, as well as the existence of continuity between the different stages of life-long learning (initial, early career, and development). These levels can be targeted based on the existence of a three level of achievement rubrics per each of the self-assessment tools of key competences (ATKC).

Blended Teacher Trainers’ training
The aim of this work package is to develop a blended teacher trainers’ training, in order to qualify the participants within the competence-based approach. This work package includes both the application and the application of this blended training.

Curriculum design
The qualified teacher trainers will be the ones in charge of the adaptation of the course teaching plans within the competence-based approach. In this work package, the Chinese teacher trainers will be the responsible of this adaptation for the sustainability of the approach in the long-run.

Curriculum development
This work package consists of the application of the adjusted teaching plans with the pre-service and in-service teachers participating in some sort of teacher education courses. In order to install capacity, teacher trainers participating in the blended training can transfer the training to their colleagues (using snowball techniques).

Evaluation teacher training impact
The application of the adjusted teaching plans will be assessed immediately and after six months. This evaluation will provide information about, on the one hand, the impact of the training on pre- and in-service primary teachers, but also, on the other hand, on the impact of the blended training on teacher trainers.
- To evaluate immediately and after 6 months the teachers trainers’ opinion and the primary teachers’ practices transfer (Snowballs in schools).
06. Work package
Final blended teacher trainers training design
In this work Package, a final design of the blended teacher trainers training will be done taking into account the outcomes obtained, the potentialities of the training, the barriers faced. The model will be adjusted to the Chinese Higher Education Context.

Evaluation reports
This work package consists of a quality plan of the continuous monitoring of the project, the objectives achievement and the evaluation of the work done according to the indicators previously established. This will be done with quarterly reports where the tasks done, and the outcomes and outputs obtained will be included.

Dissemination
This work package consists of the dissemination of sharing the outputs (GTCF, rubrics, ATKC…) through different means: national and international seminars, online platform, international congress, activities held in the partner universities, among others. These products will be disseminated among academic and educational contexts, but also to the managers of the institutions involved.

09 . Work package
Project management
This work package includes four face-to-face meetings (kick-of-meeting, two monitoring meetings and a final meeting) where all the partners of the consortium will meet. These meetings will be held, in order to agree and establish the rout map and monitoring of the project. In addition, monthly meetings will be held through online sources.
